Yearly renewal notices are sent to employers who have certificates on file. Although the age discrimination law in Oregon applies only to persons 18 or older, minors are otherwise protected by the same state and federal anti-discrimination laws that apply to adults. Also, 14- and 15-year-olds may only work between the hours of a.m. This meal period can be unpaid as long as the minor is completely relieved of all duties. Minors delivering newspapers or performing domestic work (such as lawn-mowing or baby-sitting) in private residences are not covered by child labor laws. Can I employ a 17-year-old to deliver items to customers? There are limited exceptions for 16- and 17-year-olds in agriculture. Can I employ a 15-year-old to cook in my restaurant? No, unless the cooking is done in a place visible to the public, such as a soda fountain, lunch counter, snack bar or cafeteria serving counter.
While 14- and 15-year-olds must always be relieved of all duties during the meal period, 16- and 17-year-olds may work through the meal period when business conditions require it, if they are paid for the meal period. Is there any work that is excluded from the child labor regulations? Sixteen- and 17-year-olds may perform kitchen work out of the public view, provided they do not use certain hazardous baking, mixing and slicing machinery. Are minors in agriculture subject to the same limitations? Different rules apply to minors working agriculture.
Brenda Tracy, a rape survivor who has lobbied for an extension to the statute of limitations for rape and other sexual offenses, said the proposed bill essentially opens the gate for old crimes to be prosecuted as long as there's evidence to support it. Passing this bill would be a big win for survivors and victims.'' If this bill were to win approval next session, it would only apply to crimes committed on or after the effective of its passage.
"I feel like this is the next best thing to eliminating the statute of limitations entirely,'' Tracy said. Based on last session, the Oregon Criminal Defense Lawyers Association, is expected to oppose the bill.
In Bittler's case, sexual assault kits from at least two other young teens who were attacked by the same rapist four years earlier sat on the Portland Police Bureau's evidence shelves.
They were tested only after detectives investigating Bittler's death noticed similarities in the attacks, discovered the kits and submitted them to a lab.
The certificate covers all minors employed, even in multiple locations. Fourteen- and 15-year-olds may work at most 18 hours per week during the school year and 40 hours per week when school is not in session. Also prohibited are tasks involving exposure to dangerous worksites, such as work in mines, on roofs and in areas containing radioactive substances.
The sexual assault kit bill was named after their daughter, who was attacked and killed by a serial rapist across the street from the family's Northeast Portland home in December 2001.
Make sure you abide by any release conditions, and make sure to have no contact with the complaining witness. Typically, officers show up with a search warrant and seize computers / hard drives and interview the suspect.
Once the computers / hard drives are analyzed at a later date, the case is turned over to the District Attorney's Office.
Two bills drafted to help victims of sexual assaults and their families seek justice for the crimes are headed to the governor's desk after winning bipartisan support in the Legislature.
On Wednesday, the House unanimously passed Melissa's Bill, intended to ensure the timeliness of sending sexual assault forensic evidence to a lab for testing.
